Is it normal for a purebreed golden retriever to have white fuzzy fur growing on shoulders and hips?

My 2 year old golden has white fuzzy fur growing on each shoulder and on each hip. She gets regular grooming, baths, and brushing but is always seems to come back. Is there any way I can prevent it from happening.

No! It’s her undercoat! It is supposed to look like that! 2 of my Golden have white downy undercoats while my Avatar Golden has a dark undercoat.
If the top coat isn’t in good shape then the undercoat will pop up! Sounds like thats what’s happening to you!
It’s also fall and they are shedding also. So the top Coat may be a bit thin allowing the under coat to show more.
If your feeding her a good kibble then her coat will straighten out!
